
In a significant development for international trade, Mark Carney has labeled the proposed free trade agreement with India as a potential “game changer.” This statement was made during discussions in Ottawa with India’s commerce minister, Piyush Goyal. The leaders reviewed the progress of the Comprehensive Economic Partnership Agreement (CEPA), expressing optimism that the deal could be finalized by the end of the year. Carney highlighted that such an agreement would unlock vast opportunities for Canadian workers and businesses, particularly in sectors like energy, agriculture, technology, and education.
Piyush Goyal, carrying greetings from Indian Prime Minister Narendra Modi, emphasized the importance of the talks in fostering long-term bilateral cooperation and expediting trade negotiations. Canada’s international trade minister, Maninder Sidhu, also took part in the discussions. Both nations have confirmed the completion of two negotiation rounds, with Canada preparing to host the upcoming session.
A large business delegation from India, comprising over 100 representatives, is accompanying Goyal on his visit to Canada. This delegation is set to engage in various trade and investment discussions planned in Toronto, aiming to strengthen economic ties between the two countries. Alongside these talks, Goyal also met with Canadian foreign minister Anita Anand and agriculture minister Heath MacDonald to explore deeper cooperation across multiple sectors.
This renewed diplomatic effort comes after a period of strained relations between India and Canada, which worsened in 2023 following allegations concerning the killing of Khalistan figure Hardeep Singh Nijjar in Canada. India had firmly denied the accusations brought by former Canadian Prime Minister Justin Trudeau. However, relations have seen a marked improvement since Carney assumed office in 2025, leading to a revival of diplomatic dialogue and the relaunch of CEPA negotiations.
